Already Autism Health provides Behavior Support Services through Kentucky’s 1915(c) Home and Community-Based Waiver programs through the the Michelle P. Waiver (MPW) and the Supports for Community Living (SCL) Waiver. These Medicaid programs help individuals with intellectual and developmental disabilities receive support in their homes and communities rather than in clinic or facility settings.

We serve individuals across Kentucky, including Morehead, Lexington, Northern Kentucky, Bardstown, Campbellsville, and surrounding areas.

What Are the Michelle P. and SCL Waivers?

The Michelle P. Waiver (MPW) and Supports for Community Living (SCL) Waiver are Medicaid programs designed to meet the needs of individuals with intellectual and developmental disabilities (IDD). They allow participants to receive an individualized plan of care developed with a case manager and community providers, so they can live and participate in their communities with appropriate support.

Who Is Eligible?

Individuals may qualify for waiver services based on functional need and eligibility determined through Kentucky Medicaid. You may be eligible if you have a diagnosis of intellectual or developmental disability, autism, or another condition that results in functional limitations requiring support in daily living, behavior, or community participation.

To receive waiver services, you must:

  • Be eligible for Kentucky Medicaid (waiver-supportive Medicaid)
  • Meet the waiver's level-of-care requirements
  • Have a documented intellectual or developmental disability, autism, or related condition

Behavior Support Services

Behavior Support Services are individualized, evidence-based services designed to help individuals develop positive behaviors, build coping and communication skills, and reduce behaviors that interfere with daily life, relationships, safety, or community participation. Our Positive Behavior Support Specialists work alongside individuals, families, caregivers, schools, and other providers to develop practical strategies that work across environments.

Behavior Support Services may include

  • Functional assessment of behavioral concerns
  • Development and monitoring of individualized Behavior Support Plans (BSPs)
  • Identification of triggers and contributing factors
  • Teaching replacement behaviors and coping skills
  • Caregiver and staff training
  • Crisis prevention and de-escalation strategies
  • Ongoing data collection and progress monitoring
  • Coordination with therapists, physicians, schools, and support teams
  • Regular plan review and revision based on progress and changing needs

Who Can Benefit?

Behavior Support Services may assist individuals who experience:

  • Aggression toward others or self-injurious behaviors
  • Property destruction or verbal outbursts
  • Difficulty with transitions or changes in routine
  • Emotional regulation challenges or anxiety-related behaviors
  • Social skill deficits that impact daily functioning
  • Noncompliance with expectations in home, school, or community settings

Insurance & Payment

Michelle P. Waiver (MPW) and Supports for Community Living (SCL) services are funded through Kentucky Medicaid for eligible participants and do not involve out-of-pocket costs

How to Apply for Waiver Services

Applying for waiver services is a two-step process. You must apply for Medicaid first, then apply for waiver services separately.

Apply for Medicaid

To receive waiver services, you must first be eligible for waiver-supportive Medicaid. You can apply:

  • Online: Visit kynect.ky.gov and click Apply for All Programs
  • By phone: Call the Department for Community Based Services at (855) 306-8959
  • In person: Visit your local DCBS office at kynect.ky.gov/benefits/s/find-dcbs-office

Step 2

Apply for Waiver Services

Once your Medicaid application is approved or pending, apply for waiver services:

  • Online: Visit kynect.ky.gov and follow the same steps as your Medicaid application
  • In person: Contact an Aging and Disability Resource Center (ADRC) at (877) 925-0037 or a Community Mental Health Center (CMHC) at dbhdid.ky.gov/cmhc
